Drunk and disorderly persons may be apprehended

Any constable may take into custody, without a warrant, all drunken, loose and disorderly persons whom he finds disturbing the public peace or disturbing any inhabitant or passenger, and all persons whom he finds between the hours of nine at night and six in the morning lying or loitering in any highway, piazza or other open place, and not giving a satisfactory account of themselves.
All such persons shall be guilty of an offence against this Law.
