Whenever any person having charge of any carriage, horse or other animal, goods or chattels, is taken into the custody of any constable under this Law, any constable may take charge of such carriage, horse or other animal, goods or chattels and may deposit the same in some place of safe custody until application is made for the same by the owners thereof or their authorised agents, or until the offender is discharged from custody on bail or otherwise; to be delivered to the party entitled to the same, on payment of all expenses incurred by the keep of such carriage, horse or other animal.
