The Director shall, in consultation with the relevant Government institutions and organizations and the private and voluntary sectors, prepare for the approval of the Cabinet a plan for the mitigation and prevention of disasters that shall be known as the National Mitigation Plan (in this section referred to as the “plan”).
The plan shall include strategies, policies and programmes for the management and development of the vulnerable areas and for protection of the population in the vulnerable areas.
The plan may communicate strategies, policies, standards and designations by means of maps and diagrams.
The plan does not authorise any development that is not permitted, nor prohibit any development that is permitted, under the Development and Planning Law (2017 Revision).
Before submitting the plan for the approval of the Cabinet, the Director shall make available a draft of such plan to the public to enable the public to submit comments in writing on the said draft to the Director.
