Distrainer entitled to seizure fee

The distrainer shall be entitled to receive a seizure fee in accordance with the prescribed scale —
from the owner of the animal, if tendered before the delivery thereof to the poundkeeper; or
from the poundkeeper, after receipt by the poundkeeper of the fee.
