Stray dogs

A constable may seize and detain any dog found in a highway or place of public resort which the constable has reason to believe is a stray and, if the owner can be traced, shall give notice of seizure to the said owner to whom the dog shall be restored upon such owner paying all expenses incurred by its detention.
