18. (1) When a young person is brought before a court, it shall explain to that person , in as simple language as possible, the reason for that person being before the court and where the young person’s ability to understand that reason is impaired through any disability, the court shall ensure such reasonable assistance is given to the young person as it thinks will help the young person to understand the explanation.
Where a young person who is not legally represented is charged before a court, it shall ascertain that person’s defence, if any, to assist that person and that person’s parent, guardian or other person having parental responsibility for that person in putting such questions to any witness as appear to the court to be necessary.
