Assembling for the purpose of smuggling

Any two or more persons who assemble together for the purposes of unshipping, carrying, or concealing any goods subject to customs duty and is liable to forfeiture under any law relating to customs, commits an offence and each of them is liable to a fine of one thousand dollars and to imprisonment for two years.
