All persons commit an offence who, being riotously assembled, unlawfully and with force prevent, hinder or obstruct the loading or unloading or the sailing or navigating of any ship, hovercraft or aircraft or, unlawfully or with force board any ship, hovercraft or aircraft with intention so to do.
