The Cabinet may make such regulations as appear to it to be necessary in relation to or arising out of —
the International Maritime Solid Bulk Cargoes Code (IMSBC Code) issued by the Organization and as amended, modified or replaced from time to time and as extended to the Islands and the safe carriage and stowage of bulk cargoes; and
the safe carriage and stowage of grain in compliance with the Safety Convention.
