The Office, in order to promote an efficient, economic and harmonised utilisation of infrastructure, may —
coordinate with, and issue guidelines to, any or all government entities having general authority over matters affecting infrastructure; and
inquire into and require modification of any agreement or arrangements entered into between a licensee and a another person or licensee which has the effect of limiting either the efficient and harmonised utilisation of infrastructure or the promotion of competition in the provision of ICT services or ICT networks.
A licensee shall not deny another licensee access to its infrastructure or infrastructure arrangements except —
where there is insufficient capacity taking into account reasonably anticipated requirements;
there are reasons of safety or security; or
there are technical and engineering matters which would make such access difficult or impossible.
