The Cabinet may make regulations for the better carrying out of this Act and for giving effect thereto and in particular —
for prescribing the form of any document authorised or required by this Act to be served, made, issued or done;
for any purpose for which regulations are authorised or required to be made under this Act and for prescribing anything that by this Act is required or authorised to be prescribed by regulations;
for empowering such persons as may be specified in the regulations to administer or execute the regulations and to make orders, impose requirements or give directions for the purposes of the regulations;
for empowering such persons as may be specified in the regulations to take measures, including the entry and inspection of any land or building, to secure compliance with the regulations or any order, requirement or direction made, imposed or given thereunder; and for enabling such persons to recover expenses incurred by them in the exercise of any such power; and
for the review of decisions given under the Regulations.
The Office may make regulations relating to —
licence fees;
infrastructure sharing;
radio and television content obligations;
the numbering system; and
quality standards,
Without prejudice to the power of the Office to impose a fine under section 91(9), any regulation made under this Act may provide for the imposition of a fine of five thousand dollars and imprisonment for six months or both, for any contravention of, or failure to comply with, such regulation.
