A constable may, without warrant, arrest —
a person who, in the opinion of that constable, is driving or attempting to drive a vehicle when not qualified to do so;
a learner driver who, in the opinion of that constable, is driving or attempting to drive in contravention of the conditions imposed on that person's learner's licence; and
a person who, in the opinion of that constable, is supervising or attempting to supervise a learner driver when not licensed or qualified to do so.
