No person may be issued with a driver's licence for any group of vehicle unless that person is qualified under section 25(a) to drive the relevant group of vehicle.
No person may be issued with a learner's licence for any group of vehicle unless that person satisfies the conditions specified in section 25(a)(i) to (v).
