A court shall not entertain any proceedings for questioning the number of ballot papers or votes cast in the referendum as certified by the Supervisor based on returns as certified by the returning officers, unless the proceedings are brought in accordance with this section.
The proceedings shall be brought by a claim made by way of petition, filed in the Grand Court before the end of the permitted period.
A petition may only be presented to the Grand Court by a person who voted in the referendum.
In subsection (2), the “permitted period” means the period of twenty-one days starting with —
the date on which a certificate as to the matters mentioned in subsection (1) is given by the Supervisor; or
if there is more than one such certificate, the date on which the last such certificate is given.
