Agreement or arrangement to circumvent direction

A person who knowingly and intentionally participates in activities the object or effect of which is, directly or indirectly, to circumvent any requirement imposed by a direction under this Law commits an offence and is liable —
on summary conviction, to a fine of twenty thousand dollars; or
on conviction on indictment, to a fine, imprisonment for a term of two years, or to both.
