Without prejudice to the power of the Director, with the approval of the Governor, to make rules and standing orders under section 7, the Governor may make regulations, not inconsistent with this Act, prescribing any matter required or permitted to be prescribed or which is necessary or convenient to be prescribed for carrying out or giving effect to this Act.
