Inspection of prisons and prisoners

All prisons shall be inspected monthly by two or more persons selected by the Member of the Cabinet responsible for prison matters from a panel appointed by the Governor consisting of —
Justices of the Peace volunteering for such service;
magistrates; and
other suitable persons,
and shall be spot inspected once in every quarter by a Judge of the Grand Court and once in every year by the Governor in person.
