Payment to masters, etc., of vessels conveying postal packages

Subject to compliance with the rates prescribed by the Convention as agreed with the International Air Traffic Authority from time to time, the Cabinet may determine the amount to be paid to masters, owners or agents of vessels for the conveyance of postal packages and may withhold such payment until receipt by the Postmaster General of a certificate from the postal administration of destination that such packages have been duly received.
