Payment for packages delivered for transmission

Postal packages delivered to the Post Office for transmission shall, unless they are exempt from postage charge under section 15 or bear evidence of the correct postage charge having been prepaid through a post office franking machine, be stamped by the sender with stamps to the value of the prescribed postage charge for such transmission.
