Officer's power to levy charges, etc.

In respect of all goods in custody of the Authority, an officer shall be entitled to levy such charges as may be determined in accordance with the regulations and the officer may do all such reasonable acts and incur such reasonable expenses as are necessary for the proper custody and preservation of the goods, and the Authority shall have lien on the goods for such charges and any other expenses and shall be entitled to seize and detain the goods until such charges are fully paid.
