The Cabinet may make regulations prescribing —
ports;
tariffs of port dues;
fire precautions in ports and port areas;
permitted ballast which may be taken on and discharged by ships in territorial waters;
rules of navigation in territorial waters;
rules for the loading and unloading of vessels;
rules of procedure in dealing with wreck and salvage;
safety equipment to be carried by vessels or classes of vessels in ports and territorial waters;
rules for the discipline of officers who are not civil servants;
anything required or permitted to be prescribed under this Act, and for the control of —
ports;
berths;
cargo handling and storage;
lighthouses;
day markers;
stevedorage;
pilotage;
ships' chandlers, operating within a port area;
stevedores, ships' chandlers, clearing and forwarding agents and ship repairers within port areas; and
garbage and sewage disposal in territorial waters.
