Whoever -
makes any declaration, statement or return for any purpose of this Law in the truth of which he does not believe (the onus of proof of his belief being upon him); or
contravenes this Law or any Regulations made hereunder
is guilty of an offence and punishable upon summary conviction with a fine not exceeding $1,000 or imprisonment for a term not exceeding six months or both
