Whoever wishes to explore, prospect for or extract petroleum within the Islands declared by section 3 to be vested in Her Majesty may apply in the prescribed manner to the Governor for an exploration licence or petroleum agreement and the Governor, after considering such application, may refuse or grant it upon such terms as appear expedient.
