Whoever explores, prospects for or extracts petroleum other than by virtue of a licence or petroleum agreement is guilty of an offence and liable on summary conviction to a fine of ten thousand dollars and to imprisonment for two years and tools, plant and other materials and buildings of whatever nature used in contravention of this section are liable to forfeiture to the Crown.
