Subject to subsection (2), the Centre shall submit to the Cabinet through the Attorney General, annual reports on the general operation, performance and effectiveness of the Programme.
A report under subsection (1) shall not contain any matter which in the opinion of the Centre, is likely to prejudice the effectiveness or security of the Programme.
