The Auditor General shall —
conduct audits of the annual financial statements of the Authority;
conduct investigations into the financial management of the Authority
conduct economy, efficiency and effectiveness studies of the Authority;
for the purposes of carrying out an audit or an investigation, be given the right of access to all relevant information held by any public officer or employee of the Authority and the right of access to all premises occupied by the Authority;
have the right to take copies of any statements or other information referred to under this subsection; and
have the right to require explanations from directors or employees of the Authority.
The Minister may, at any time, require the examination of and report on the accounts of the Authority or any part thereof and may request the Auditor General to conduct such examination.
Notwithstanding subsections (1) and (2), the Auditor General shall not access or copy the medical records of a patient of a health care facility (whether an in-patient or an out-patient) without the written permission of the Chief Executive Officer.
