The Cabinet, no later than the 1st October in each year, in accordance with the advice of the Minister of Finance, shall establish the exact timing and process for preparing the budget for the Authority's next financial year, including the timing of the phases referred to in subsection (2), and shall cause the timetable to be Gazetted immediately after the 1st October in each year, and the Authority shall comply with the timetable and provide such information and documents as are required during such phases.
The budget process shall include a "strategic phase", a "detailed planning and budgeting phase", a "Cabinet collective review phase", a "Legislative Assembly review phase" and a "documentation phase".
Schedule 2 has effect with respect to the budget process.
