Imposition of requirement or conditions

Where a requirement or condition which is not apparently in contravention of any provision of this Law, has the effect of giving preference to a person where such preference would be discrimination on any ground specified in section 3(2), a person shall not impose that requirement or condition, except where the imposition is reasonable and the imposition is not made with a view to avoiding compliance with this Law.
