The Postmaster-General may, from time to time, with the approval of the Cabinet, make such regulations as he thinks fit, for preventing the sending or delivery by post of letters, circulars, advertisements or tickets of or concerning any lottery, whether such letters, circulars, advertisements or tickets be posted in or outside the Islands.
