Punishment for offences for which no penalty is provided

A person who commits an offence for which no penalty is provided is liable on summary conviction —
in respect of a first offence, to a fine of five thousand dollars and to imprisonment for one year or
in respect of a second or subsequent offence, to a fine of ten thousand dollars and to imprisonment for two years
Where any such offence is a continuing offence, the person guilty of the offence shall, in addition to any punishment provided by this section, be liable to a fine of five hundred dollars in respect of each day during which the offence continues
