The Registrar shall publish by notice in the Gazette —

in the month of February in each year an alphabetical list of persons who at the 1st February in that year were licensees; and

as soon as practicable after the grant of a licence at any other time, the name of the licensee.

A copy of the Gazette containing the list referred to in subsection (1)(a) or the names published under subsection (1)(b) is evidence of the facts stated therein.
