All claims to be determined by Judge

All claims for compensation under this Law and any matter arising out of proceedings thereunder shall be determined by the Court. All such questions shall be determined upon application made to such Judge in manner provided by this Law:
in the case of any such claim or any matter arising out of proceedings thereunder in respect of an accident to any person specified in section 25 which occurred outside of the territorial waters of the Islands, such claim or matter shall be determined by the Court.
