Discretion of the Authority

Without derogating from the generality of the discretion of the Authority under this Part, the Authority shall, in the exercise of that discretion, have regard to the following matters —
the policy directives issued by the Cabinet; and
the provisions of the water resources development plan provided for by section 5: Provided that the Authority shall not license a proposed abstraction of ground water unless it is satisfied that such abstraction is for a beneficial use as defined in this Act.
