Where the Authority has granted a licence subject to the construction of works within a specified period, it may, on application and notwithstanding that the period previously allowed may have expired, extend the period for the construction of such works on not more than two occasions.
An applicant shall notify the Authority, in the manner prescribed by the regulations, of the date of commencement and completion of the works and the Authority, at its discretion, may cause the works to be inspected during construction and on completion by an officer designated by the Authority.
No licence issued under this section shall be deemed to imply any guarantee that the works are properly designed or constructed nor shall support or justify any claim of any nature against the Crown, the Authority or any public officer in connection with such works.
