13. Complaint of the existence of a nuisance under this Act may be made to the Court by any person aggrieved by the nuisance and thereafter the like proceedings shall be had and the like incidents and consequences as to the making of orders or penalties for disobedience of orders and otherwise as in the case of a complaint by the Chief Environmental Health Officer.
