The Government shall indemnify a member of the Council and the Executive Secretary against all claims, damages, costs, charges or expenses incurred by that member or the Executive Secretary in the discharge or purported discharge of that member's or Executive Secretary's functions, responsibilities, powers and duties under this Law, except claims, damages, costs, charges or expenses caused by the negligence or bad faith of that member.
