The Cabinet shall appoint an individual who is a public servant to be the Executive Secretary of the Council but the Executive Secretary shall not be a member of the Council and shall have no right to vote at meetings of the Council.
The Executive Secretary shall manage the affairs of the Council in accordance with applicable legislation, Council directives and Council policies.
