The Council shall consist of —
a chairman, a vice-chairman and six members, all of whom shall be appointed in accordance with section 7(1) and (2);
not more than six members, all of whom shall be appointed in accordance with section 7(3);
the permanent secretaries of the ministries for the time being responsible for health, education and community development or their respective representatives;
the member of the Cabinet charged with responsibility for finance or his representative;
the Commissioner of Police or his representative; and
the National Drugs Co-ordinator.
The numbers of members of the Council, and of the various classes listed in subsection (1), may be varied by Order of the Governor.
