Any person who was the holder of a mining lease which has terminated may, within thirty days of such termination, apply to the Governor for leave to enter the land comprised in the lease and treat or remove any tailings, ore or stone stacked or dumped by him on the surface prior to such termination, and the Governor may grant such leave and fix a time within which such treatment or removal is to be completed.
If such leave is not applied for within thirty days or such treatment or removal is not completed within the time fixed, any tailings, ore or stone remaining on the land shall become the absolute property of the Crown.
