The Cabinet may make regulations prescribing all matters that are required or permitted by this Act to be prescribed, or are necessary or convenient to be prescribed for giving effect to the purposes of this Act and, in particular —
declaring a place to be a place of safety;
prescribing the forms to be used for anything done under this Act; and
prescribing procedures to be used for anything done under this Act.
