The Cabinet may, after consultation with the Council, make regulations —
prescribing anything that may be prescribed under this Act;
providing for access to the legal profession and training and development of attorneys-at-law; or
providing for such matters as may be necessary or convenient for carrying out or giving effect to this Act and its administration.
Without prejudice to the generality of subsection (1), regulations made under subsection (1)(b) may make provisions giving the Council the power to assess and monitor compliance with such regulations and, the provisions may include provisions giving the Council the power to delegate the power to assess and monitor compliance with the regulations to another person.
Regulations made under this Act may —
make different provision in relation to different cases or circumstances;
contain such transitional, consequential, incidental or supplementary provisions as appear to Cabinet to be necessary or expedient for the purposes of such regulations; or
create an offence punishable by a fine not exceeding ten thousand dollars.
