28. (1) A member who is in any way, either directly or indirectly, interested in a matter before the Tribunal shall declare the nature of his interest to the Tribunal at the first instance where it is practicable to do so.
Where a member declares an interest under subsection (1), the Tribunal shall determine whether or not the member’s interest in the matter, is material and where the Tribunal determines the member’s interest is material, the member shall not sit to hear that particular matter.
