This Law shall not apply to any rule of law requiring writing or signatures for the creation, execution, variation or revocation of a will or other testamentary instrument.

The Governor may provide, by regulations subject to affirmative resolution, that this Law, or such of its provisions as may be specified in the regulations, shall not apply to any class of transactions, persons, matters or things.
