An employer of a person who is a member of the Regiment may apply to the Commanding Officer for the person employed to be excused in whole or in part from attendance at annual camp as required by section 20, on the ground that the employer would thereby be caused undue hardship.
The Commanding Officer shall hear the application under subsection (1), and shall make such directive as appears to the Commanding Officer to be just and, where a person is excused, the Commanding Officer shall issue certificates to the person and to the person's employer accordingly.
Where the Commanding Officer makes a directive under this section excusing a person in whole or in part from attendance at annual camp, the directive may contain a condition that the person so excused shall undergo additional military training by way of additional drills, and any such conditions shall be included in the certificates referred to in subsection (2).
