Unless prevented by mechanical failure, stress of weather or force majeure, all vessels bound for the Islands shall first proceed to a port and there be brought to a standstill at a boarding station until released by an officer.
The Director may, in any port, from time to time, appoint boarding stations for the purpose of the boarding of or disembarkation from ships by officers.
At any time while a ship is within the jurisdiction of the Islands or an aircraft is at an airport, any officer and any other person duly engaged in the prevention of smuggling may board such ship or aircraft and remain therein and rummage and search any part thereof.
