Powers which may be exercised by a single Judge

31. (1) The powers of the Court under this Act in criminal cases to —
extend the time within which notice of appeal or application for leave to appeal may be given;
assign counsel to an appellant;
grant leave for an appellant to be present at any proceedings of the Court;
admit an appellant to bail; or
in any case make any order for the preservation of any property pending the determination of an appeal, may be exercised by a single Judge in the same manner as they may be exercised by the Court and subject to the same provisions.
Any jurisdiction exercisable in any proceedings incidental to any civil case and not involving the hearing or determination of an appeal may, so far as may be prescribed by rules of court, be exercised by a single Judge in the same manner as it may be exercised by the Court and subject to the same provisions. The powers of the Court under this Act in criminal cases referred to in subsection (1) may be exercised by a single Judge in any case relating to an appeal against an order referred to in section 8.
Any single Judge may deliver in open court the judgment or judgments, of the Court in any appeal or other matter heard and determined by the Court, notwithstanding that some or all the Judges who heard and determined such appeal or other matter may be absent when such judgments are read.
