A licensee shall have the right of appeal to the Court from any decision of the Authority —
revoking a licence; or
requiring a licensee to take any steps specified by the Authority under section 18.
An appeal brought under this section against a decision referred to in subsection (1) shall not have the effect of suspending the execution of the decision.
