The Cabinet may make regulations prescribing all matters that are required or permitted under this Act to be prescribed, or are necessary or c onvenient to be prescribed for giving effect to the purposes of this Act , including regulations to prescribe any fees payable under this Act .
Regulations made under this Act may —
make different provision in relation to different cases or circums tances;
apply in respect of particular persons or particular cases or particular classes of persons or particular classes of cases and define a class by reference to any circumstances whatsoever; and
contain such transitional, consequential, inci dental or supplementary provisions as appear to the Cabinet to be necessary or expedient for the purposes of the regulations.
Regulations made under this Act may create an offence punishable by a fine not exceeding twenty thousand dollars.
Fees p rescribed for the purpose of this Act need bear no relationship to the cost of providing any service.
