The Cabinet may make regulations —
prescribing anything that is required by this Act to be prescribed; or
providing for such matters as may be necessary or convenient for carrying out or giving effect to this Act and its administration.
The Cabinet may by regulations make such transitional or saving provisions as the Cabinet considers appropriate in connection with the coming into force of any provision of this Act.
