Whose duty it is to inform as to birth of new-born child found exposed

In case any living new-born child is found exposed, any person finding such child, and any person in whose charge such child may be placed, shall give to the best of that person’s knowledge and belief to the Registrar, within seven days after the finding of such child, such information of the particulars required to be registered concerning the birth of such child as the informant possesses, and in the presence of the Registrar shall sign the registration form and counterfoil.
